Randy Carter

Randy’s career begin right after high school when he joined the Army at age 18. He served in the Army from February 8, 1982, until March 31, 2018 after a 37-year career. Throughout his career in the Army, he was stationed at FT. Hood, Texas, Ft. Knox, Ky., Ft. Benning, Ga., Ft. Stewart, Ga., Hoensfield, Germany, Camp Casey, Korea, Ft. Belvoir, Va., Ft. Pickett, Va., Camp Pendleton, Virginia Beach, Va., Ft. Bragg, NC., and the United States Embassy, Moscow, Russia, US Air Base, Shindand, Herat Province Afghanistan, FOB Grizzly, Al Khalis, Iraq. Randy held various leadership, management, and supervisor roles for different military units that landed him a career in Emergency Management as an Emergency Manager and Lead Exercise Planner for three different installations. After his career in the Army, he began his civilian career as an Emergency Management Instructor, HSEEP Mid Level Exercise Planner for the Arkansas Department of Emergency Management, and is currently working part-time position for Cdr Maguire that contracted for the Kentucky Emergency Management as an Exercise Planner and an Incident Command Systems, Emergency Management Course, HSEEP adjunct instructor for Emergency Management agencies across the United States, Federal Emergency Management Agency (FEMA), and Center for Domestic Preparedness teaching Chemical, Biological, Radiological, Nuclear, Explosive (CBRN-E) courses and discussion-based and operations-Based (CBRN-E) exercises as well as Cybersecurity discussion-based and operations-based exercises.

Education Associates in Management, West Virginia Community College Bachelor’s in Emergency and Disaster Management, American Military University Master’s in emergency and Disaster Management, American Military University Masters in Homeland Security, with an emphasis on Emergency Management and Public Health.

Family Life Randy is married to his wife Shelia and has a twelve-year-old Djabaki Elizabeth. We currently reside in Benton, Arkansas. Randy also has two older children, Randall Lee, and Miranda Hope Carter-Buss, who both are Warrant Officers in the US Army.
